Rules

1. TOURNAMENT FORMAT

Under 12
The Under 12 competition has 12 teams in 3 groups. Each team will play 3 matches on Saturday in the Group Stages and 2 matches on Sunday in the Knockout Stages. For the Knockout Stages, the following teams will qualify for the Cup, Plate and Bowl competitions:

Cup Competition
1st place in Group A, Group B and Group C plus the best ranked 2nd place team

Plate Competition
The 2 remaining 2nd place teams plus the best ranked 3rd place team and 2nd best 3rd place team

Bowl Competition
The remaining 3rd place team plus 4th place in Group A, Group B and Group C

 

Under 14
The Under 14 competition has 5 teams in 1 group. Teams will play 2 or 3 matches on Saturday and 1, 2 or 3 matches on Sunday, depending on placing. Games will be 2 x 20 minutes.

Cup Final
1st Place vs 2nd Place

Plate Final
3rd Place vs 4th Place

Note: there will be no final match for the 5th place team

(Team rankings will be decided by the following, in order: Points, Goal difference, Goals scored, Goals conceded, Head to head result; Penalty shootout)

 

Under 16
The Under 16 competition has 6 teams in 2 groups. Teams will play 2 group stage matches on Saturday and 1 or 2 Knockout matches on Sunday, depending on placing. Games will be 2 x 20 minutes.

For the finals, the following teams will qualify for the Cup and Plate competitions:

Cup Competition
1st and 2nd Place in Group A plus 1st and 2nd Place in Group B

Plate Competition
3rd Place in Group A vs 3rd Place in Group B

(Team rankings will be decided by the following, in order: Points, Goal difference, Goals scored, Goals conceded, Head to head result; Penalty shootout)

 

2. DRAW FOR GROUPS

The Tournament Committee will conduct a draw for all age-groups at a date not less than 5 days before the event. A fixture list will then be circulated to all participating teams and published on our website at www.ipohcup.com

 

3. PLAYERS

Under 12
In the Under 12 competition, a total of 9 players may be sent onto the pitch for each team (including 8 outfield players and 1 goalkeeper). A maximum of 5 substitutes are allowed for each team, hence, a total of 14 players are allowed to be registered for each team. A team must have 6 players present before the match can begin, otherwise, the team will forfeit the match.

Under 14 – Under 16
In the Under 14 and Under 16 competitions, a total of 11 players may be sent onto the pitch for each team (including 10 outfield players and 1 goalkeeper). A maximum of 7 substitutes are allowed for each team, hence, a total of 18 players are allowed to be registered for each team. A team must have 7 players present before the match can begin, otherwise, the team will forfeit the match.

Player Eligibility:
b) Under 12: Born 2007 and later
c) Under 14: Born 2005 and later
d) Under 16: Born 2003 and later

All male players must abide strictly to the age categories as listed above. Female players may be two years older in each age category.

All players are required to produce their original IC or Passport when registering on both days of the tournament and must carry their ID throughout the Ipoh Cup. Players under the age of 12 with no photo ID may present their original birth certificate as a replacement.

 

4. RULES

Unless amended by the Tournament Committee, all rules should follow according to the rules of FIFA for 9-a-side (U12) and 11-a-side (U14 and U16) football.

 

5. PITCH AND FOOTWEAR

Playing area is a grass pitch.  Players may wear 13 Plastic studs soccer shoes (metal studs soccer boots are not allowed). Players must wear shin-guards throughout the course of the tournament.

 

6. BALLS

The Under 12 age group will use size 4 footballs. The Under 14 and Under 16 age groups will use size 5 footballs.

 

7. MATCH TIMES

Under 12
Matches will be 22 minutes long with no half time.

Under 14 & Under 16
Matches will be 2 x 20 minutes, with a 5 minute half time break.

 

8. RED AND YELLOW CARDS

Players with two yellow cards will be banned from play for one match.  Players shown a red card are sent off immediately and banned from play for one full match.

 

9. OFFSIDE

The offside rule will be used in this tournament.

 

10. SUBSTITUTIONS

  • The substitute must wait for the player to leave the pitch before entering
  • When substituting, the team must notify the referee when the ball is out-of-bounds for the substitution to happen
  • Substituted players shall be allowed to re-enter during the same match (rolling substitutions)

 

11. TIME ALLOWANCE

A maximum of two (2) minutes allowance shall be allowed after the starting whistle by the referee, failing which a walkover may be awarded to the opponents with full points and a registered score of 3-0.

 

12. POINTS SYSTEM

Win: 3 points
Draw: 1 point
Loss: 0 points

 

13. TEAMS TIED IN GROUP STAGES

In the case that 2 teams are tied at the end of the Group stages, placing will be determined by the following order, in order:

  1. Best goal difference
  2. Highest goals for
  3. Lowest goals against
  4. Winner of head to head match
  5. Sudden death penalty shootout

 

14. TEAMS TIED IN KNOCKOUT STAGES

In the event of a tie in the Knockout Stages, matches will move directly to a penalty shootout with the following rules:

Under 12

  1. 3 penalty kicks per team
  2. Sudden death (until 1 team scores and the other team fails to score in the same round)

Note: Only players on the pitch at the end of ordinary time may take a penalty.

 

Under 14 & Under 16

  1. 5 penalty kicks per team
  2. Sudden death (until 1 team scores and the other team fails to score in the same round)

Note: Only players on the pitch at the end of ordinary time may take a penalty.

 

15. CONDUCT

Coaches, team managers & supporters shall not question the referee’s decision. The use of foul language and/or aggressive behaviour could lead to a team being removed from the tournament.

All teams are reminded that this is a youth tournament and that positive support is strongly encouraged.

 

16. ACT OF GOD

If the field becomes unsuitable for play due to heavy rain, lightning or for any other reasons, the Tournament Committee reserves the right to decide on the event or change the format of the event.

 

17. INSURANCE AND RISK

A medical team will be on site at both locations to aid injuries, however players must have their own medical insurance. The tournament organisers are not liable for any death, disability, personal injury, loss of property or any other loss howsoever arising from any cause whatsoever at any time during the course of this tournament.

The organising team will take all reasonable precaution, but each player is responsible for his or her personal health and safety upon agreement to participate in this tournament.

 

18. JURISDICTION

In the event of a protest or dispute, the Tournament Committee shall have sole jurisdiction in settling the matter.
